The development of Information and Communication Technology (ICT) has been one of the priority agenda of the Sarawak State government for the past two decades. The role of ICT in businesses and government becomes even more critical today with economic uncertainties, globalization and trade liberalization and intense competitions from an open market environment. The constantly changing world and forces of technological advancement challenge businesses and government to stay on top and move forward, or stay put and gets left behind.

Through foresight and capable leadership, Sarawak has managed to increase the efficiency and effectiveness of the State Public Service with the implementation of numerous ICT initiatives. Electronic Government (EG) is a main driver for the development of a knowledge-based society (K-society) and knowledge-based economy (K-economy) in Sarawak.

E-Government is the efficient and effective use of information and communication technologies, such as the Internet and mobile computing, to transform the relationships between people, businesses and government. The utilization of ICT in work processes provides better delivery of government services to the people, improves interactions with businesses and industries, empowers people through access to information and ensures more efficient government management.


The State government has put into place a central organizational framework and structure to manage ICT. The State Information Technology and Resources Council (SITRC) is the overall ICT program driver for the State. The ICT Unit (ICTU) acts as the secretariat to the SITRC, and the planner, coordinator and implementer of all ICT programs and projects in the State Public Service. The State also established the Sarawak State Library (Pustaka) to be responsible for digital content development and dissemination. The fourth piece in the organizational framework is Sarawak Information System Sdn Bhd (SAINS) our in-house ICT solution provider.


The ICTU plays a key role on the proper planning, coordination and integration of the State’s ICT programs. The ICTU’s website will provide information to help viewers understanding better the organization and workings of the State’s ICT programs. I urge viewers to provide feedback and comments to improve not only this website but all State agencies websites, so that we can communicate with you better and be a partner in our quest to achieve k-society status for Sarawak.
