(WHISTLE BLOWER POLICY)
POLISI PEMBERI MAKLUMAT
The Ministry of Tourism, Creative Industry, and Performing Arts of Sarawak (MTCP) is committed to ensuring that all matters and service delivery are carried out professionally, fairly, and with integrity, based on the rules and regulations in force. The purpose of this policy is to provide an official and confidential channel to enable employees and external parties to report, in good faith, serious concerns regarding any improper conduct and/or misconduct without fear of retaliation.
Whistleblowing is defined as the intentional, voluntary disclosure or reporting of misconduct by a person who has information about actual, suspected, or anticipated improper conduct within or by the organization.
Improper conduct is generally described as any wrongdoing or misconduct, including but not limited to the following:

Fraud and dishonesty

Bribery or corruption
-
Abuse of power
-
Conflict of interest
-
Theft or misappropriation
-
Misuse of MTVP position and information
-
Non-compliance with policies and procedures
This policy covers all reports made against any MTCP employee who has engaged in improper conduct. Reports can be made by:

Any employee who has knowledge of improper conduct carried out by another employee; and/or
-
Any external party who has knowledge of improper conduct carried out by an MTCP employee.
Any report can be made to the reporting channels as follows:

Kindly provide the details of your complaint and ensure your contact information, such as phone number and email, is current and active.
As an alternative, whistleblowers may report directly to the Malaysian Anti-Corruption Commission (MACC) or any other regulatory authorities and enforcement agencies in Malaysia as defined under the Whistleblower Protection Act 2010.
To facilitate investigations into allegations of improper conduct, the following information should be included when making a report:

Details of the person(s) involved

Details of the allegation
-
Nature of the allegation (what and how)
-
Where and when the alleged improper conduct occured
-
Witness information (if any)
-
Other relevant information and supportin evidence, if available
Whistleblowers will be provided protection under this policy in accordance with the Whistleblower Protection Act 2010, provided the complaint is made in good faith. Such protection will be granted even if subsequent investigations reveal that the whistleblower was mistaken about the allegations reported.
This policy takes effect from the date it is issued.
